Public Hearings set for "Order of Selection"
We need you to get involved by providing public comment regarding Indiana's Bureau of Rehabilitation Services proposal to implement "Order of Selection."
The proposed amendment to the vocational rehabilitation (VR) section of Indiana's 2017 WIOA Unified State Plan, individuals with the most significant disabilities will be selected first to receive VR services.
Federal regulations do not specifiy a definition for "individual with the most significant disability." Therefore, the order of selection must be based on a refinement of the three criteria in the definition of ‘individual with a significant disability’. The three criteria include:
1. The person must have “a severe physical or mental impairment that seriously limits one or more functional capacities (such as mobility, communication, selfcare, self-direction, interpersonal skills, work tolerance, or work skills) in terms of an employment outcome;”
2. The person’s VR needs “can be expected to require multiple [VR] services over an extended period of time;” and
3. The person “has one or more physical or mental disabilities resulting from [a very comprehensive list of enumerated conditions], or another disability or combination of disabilities determined … to cause comparable substantial functional limitation.
